Marc Stahl, Chairman of Critical Planning Committee, called the meeting to order at 12:05 pm.
Marc related that the start of the Stantec Phase 2 study will be postponed. This is being done so that a housing study relating to the development of the Purcell property can first be done before Stantec initiates work on the proposed overlay zoning for the NEVC area. Therefore, with the presence of Sheila Vanderhoef, the subcommittee discussed what appropriate steps needed to be taken to do this study knowing that a housing study conducted by the Community Development Partnership (CDP) is near completion. It was noted that the Board of Selectmen have committed to assist in funding the housing development study and to utilize the results as an integral piece in addressing how the Village Green II of the Purcell property can function as senior/affordable housing. Knowing that the study can assist in
determining the use, the question then moves to whether the site can handle such use.
Under the current zoning laws, the Purcell property cannot accommodate commercial and residential uses to its fullest potential. Therefore, an overlay zoning map needs to be completed that will identify properties included in the zoning district weighing potential development and redevelopment opportunities and constraints. By utilizing the results of a more comprehensive housing development study, research and studies performed by the Cape Cod Commission of the Purcell property and the surrounding areas, and Stantec’s services in preparing the overlay zoning and in determining the market viability of commercial uses, the Critical Planning Committee can begin to prepare a comprehensive plan to present to the residents of Eastham.
Martin McDonald cited that he would like to see Village Green II available for senior/affordable housing. It would complement Bracket Landing. Carol Martin concurred with Martin in the viability of housing with the question of what type of housing. Carol noted that her interest is in a marketability study for commercial uses and how these uses would be incorporated in the overall design of the Purcell property.
Therefore, the steps that have been agreed upon by the committee are to wait on the results of the expanded housing study, provide those results to Stantec, and in the meantime, utilize the services of Martha Hevenor and her team of associates at the Cape Cod Commission regarding infrastructure issues including transportation, water analyses and groundwater modeling.
Sheila Vanderhoef stated that she would contact Elizabeth Bridgewater, Executive Director of the Community Development Partnership, in seeking more detail in the housing development study.
